BSTI CERTIFICATION PROCEDURE
The Bangladesh Standards and Testing Institution (BSTI) was established by the Government in July 1985 through an Ordinance. It is led by a Director General who holds the position of Additional Secretary to the Government.
The central features of BSTI Registration The roles of the Bangladesh Standards and Testing Institution (BSTI) are to provide testing facilities for goods and services, support quality assurance programs; standardizing products & services (S), introduce the international system weights in measures, to encourage metrology service (M). It also develops, pressures for, and takes up federal standards. Also, the Institution has power of regulation in many fields. The institutional budget sits on its own source of funds alone, making the institution fully self-financing.
The Institution has also taken action to raise awareness of the implementation of all major ISO standards (ISO 9000, 14000, etc.), CAC, and IEC among various organizations and business owners. In 2001, the Bangladesh Standards and Testing Institution (BSTI) pledged to become an affiliate country program of the International Electrotechnical Commission (IEC).
The government’s fundamental strategy of encouraging enterprises to focus on exports and providing high-quality products to both domestic and foreign consumers has led to a growing awareness of the significance of BSTI Registration. The Institution is starting to take center stage in the nation’s overall growth. Steps for Obtaining Certification
- Any Company/producer intends to use, Standard mark of BSTI Registration in relation to any article or process shall apply to the Institution for obtaining CM license in a prescribed form.
- After receiving the application along with necessary and relevant papers an inspection is being arranged and the inspection report is prepared.
- If the inspection report is found satisfactory, then samples are collected on a random basis and those are jointly signed and sealed by the BSTI Officer and the producer.
- The collected sample is tested in the BSTI Laboratory or any other laboratory approved by BSTI according to the relevant Bangladesh Standard (BDS)
- If the results of the test parameters are found in conformity with the relevant BDS. a license is granted in favor of that article.
- Normally a license is granted for a period of three years, which is being renewed if the samples are found satisfactory after following the same procedure as has been described in sl.no. (b) (e), for a subsequent period of another three years.
A license is to pay fees as per government rules and instruction
A license granted in favor of any article can be canceled, withdrawn, or revoked at any time if it is found that the license has violated any of the conditions specified in the license and BSTI Ordinance as well.
Preliminary inspection
A mutually agreed-upon day is set aside for the preliminary inspection, which looks at the facilities’ suitability for producing a standard product and gathers samples for third-party analysis. The preliminary inspection report, a suitable proforma, contains the details of the preliminary inspection. according to this report. The choice on the license grant was made. Collection of samples:
Randomly selected samples are taken in two sets, each sealed with the joint signature of the applicant’s representative and the inspection officer. The applicant retains custody of both samples and is recommended to send one set of samples to the BSTI lab. and the other to maintain with him as a model for reference.
Testing
Any of the BSTI Laboratories in Dhaka will accept the sample that the inspecting officer took during the preliminary inspection. Rajshahi, Khulna, and Chittagong, depending on which one is most convenient. The applicant is responsible for paying the testing fee. The applicant is recommended to pay the testing fee directly to the relevant laboratory in the event that the laboratory is not BSTI.
Grant / Renewal of license
Once the necessary formalities have been completed, and if the preliminary inspection report is deemed satisfactory, along with the test parameters being in accordance with the relevant Bangladesh standard, a decision is made to grant a BSTI Registration for the respective product. Following the payment of the license and marking fee, a license is then issued.
To renew their license, the licensee must apply to the institution three months prior to the expiration of the licensing period. The license can be renewed every three years, provided that the test result of the sample collected from the factory is found to be inconsistent with the BDS requirements.
